World Time Now reads those two settings and formats the clock accordingly — a visitor in Brussels sees Europe/Brussels with a 24-hour clock and Dutch month names, while a visitor in Chicago sees America/Chicago. No account, no lookup service and no IP address database is involved, which is also why the page loads instantly.
Coordinated Universal Time (UTC) is the reference every civil clock on the planet is derived from. It is kept by a worldwide network of atomic clocks and never shifts for summer time. Every timezone is expressed as an offset from it: UTC+01:00 for Central European Time, UTC−05:00 for Eastern Standard Time, UTC+05:45 for Nepal. Offsets are not always whole hours — India runs on UTC+05:30 and the Chatham Islands on UTC+12:45.
Roughly a third of the world's countries shift their clocks forward in spring and back in autumn. The dates differ per region: the European Union switches on the last Sunday of March and October, the United States on the second Sunday of March and the first Sunday of November, and most of Africa and Asia not at all. That is why the difference between two cities is not a fixed number — London and New York are five hours apart for most of the year, but four hours apart for two short windows each spring and autumn. The clocks on this page always use the rules that apply right now.
A label such as "CET" is ambiguous — several regions use the same abbreviation, and it stops being correct the moment summer time starts. That is why this site shows the IANA identifier (for example Europe/Brussels), which encodes the full history of a region's clock changes. If you schedule anything across borders, store the IANA zone rather than a fixed offset.
